Placing a border around your photograph is one of the best ways to add a finishing touch. Using the Cookie Cutter tool in Photoshop Elements is a great and easy way to accomplish this. In this project you will learn how to apply premade frames using the Cookie Cutter tool and how to use the Cookie Cutter crop shapes to make unique frames.

Get started.
Open the photograph or image you want to use in Photoshop Elements.



Create new adjustment layer. 
Click the Adjustment Layer icon () located at the top of the Layers palette. Choose Solid Color from the pop-up menu. You will use this new layer to create your border.

Choose a Color for the border.
Pick a color in the Color Picker dialog box and click OK. (Since this is an adjustment layer you can change the color at any time by double-clicking the color swatch in the layer). Your new layer will completely cover your photo until you apply the frame in the next step.

Select your border.
Select the Cookie Cutter tool () and click Shape on the options bar. In the Shape pop-up palette, click the arrow to view all the available shapes. Select Frames. To better view the frames, change to Large Thumbnail view. When you find a frame you like, double-click to select it, and then close the window.




Frame it!
Click in the upper-left corner and drag to the lower-left corner to frame your whole photo. Adjust the size however you want. When you are done, press Enter to apply the frame.
